€1.25 Million Funding Gives Instarc Fresh Capital to Expand Compliance Technology

HFO Investments-led funding will support the commercial rollout of Instarc’s cloud-native platform for KYC, CDD and digital onboarding.

Regulatory technology company Instarc has secured €1.25 million in strategic investment to accelerate the commercial rollout of its cloud-native compliance platform in South Africa, targeting financial and other institutions facing increasingly complex customer verification requirements.

The funding round was led by HFO Investments, which was advised by Athena Capital and Option 3 Capital. HFO has also joined Instarc as a strategic investor.

Instarc is entering the South African market as regulated organisations continue to strengthen processes around know-your-customer (KYC) and customer due diligence (CDD) under the Financial Intelligence Centre Act (FICA). The company said its technology is designed to help institutions manage these requirements while reducing the operational burden associated with fragmented compliance systems.

Investment Targets South African Expansion

The new capital will be used to support Instarc’s growth in South Africa, where the company sees demand for technology that can incorporate regulatory controls directly into customer and business processes.

For financial institutions, KYC and CDD requirements can involve multiple stages, from collecting customer information and verifying identities to establishing ownership, assessing risk and maintaining records for regulatory and audit purposes.

Instarc’s platform is intended to bring these activities together within a structured digital framework. The company said it can also be adapted as regulatory requirements change, allowing institutions to modify their compliance processes without rebuilding the underlying technology.

Jonathan Revell, chief executive officer of Instarc and a former managing director at Morgan Stanley, said the company was established around the view that compliance processes should not unnecessarily slow customer onboarding or business growth.

The platform, he said, combines technology and data architecture to help regulated organisations onboard customers faster, reduce operational friction and scale their compliance operations.

Platform Brings KYC and CDD Into One Framework

Instarc’s system covers digital client onboarding, identity and ownership verification, configurable workflows, document management and retrievable audit records.

Its APIs are designed to connect with existing systems, allowing organisations to integrate compliance functions into their current technology environments rather than operate a separate standalone system.

The platform also allows client journeys to be configured according to an institution’s products, risk appetite and internal controls. This is intended to give compliance teams greater flexibility when processes need to change in response to new regulatory requirements.

The approach reflects a wider challenge facing financial institutions: maintaining robust compliance controls while providing customers with faster and less complicated digital onboarding experiences.

South Africa’s Regulatory Environment Drives Demand

South Africa is a key market for Instarc because of the regulatory obligations facing FICA-accountable institutions.

The Financial Intelligence Centre Act establishes requirements around customer identification, risk management and measures intended to prevent financial systems from being used for money laundering and related activities. As these obligations evolve, organisations need systems that can accommodate changes without creating additional layers of manual work.

James McKeown, Instarc’s South African chief revenue officer and a former Goldman Sachs executive, said his experience operating regulated cross-border businesses had shown how compliance could become a constraint when treated independently from the rest of an organisation.

Instarc is therefore positioning its platform as part of the broader operating model, connecting compliance activities with customer onboarding and other institutional processes.

Cloud-Native Platform Targets International Scalability

Although South Africa is the immediate focus, Instarc said the platform has been designed with international expansion in mind. Its cloud-native architecture is intended to support different regulatory frameworks and allow compliance processes to be configured for individual markets.

Ollie Heinamann, managing partner at Option 3 Capital, said the company’s combination of financial-services experience, regulatory knowledge and purpose-built technology could support its commercial growth.

The investment gives Instarc additional resources to establish its presence in South Africa while developing a platform that can potentially be deployed across other jurisdictions.

For regulated institutions, the challenge is increasingly twofold: meeting more demanding compliance obligations while keeping customer acquisition and onboarding efficient. Instarc’s expansion comes as technology providers seek to address that gap by making regulatory controls more integrated, configurable and responsive to changing requirements.
